The Commission on Elections (COMELEC) has begun mailing the ballots to Overseas Absentee Voters (OAV) who registered with the Philippine Consulate General in New York. As per its Resolution No. 8750 (General Instructions for the Special Board of Election Inspectors and Special Ballot Reception and Custody Group in the Conduct of Manual Voting and Counting of Votes Under Republic Act No. 9189, Otherwise Known as “The Overseas Absentee Voting Act of 2003” for Purposes of the May 10, 2010 National and Local Elections), the OAV Mailing Center of COMELEC in the Philippines must send to the voters directly or through Philippine Embassies or Consulates abroad their mailing packets for overseas voting not later than 10 March 2010.

The voting period is from 10 April to 10 May 2010. All accomplished ballots must be received by mail or personally at the Consulate not later than 6:00 pm, Philippine time, on 10 May 2010.

The voters’ ballots that the United States Postal Service (USPS) could not deliver for certain reasons are returned to the Consulate General. The Consulate General will immediately resend any returned ballots to the voters’ addresses on record if the cause for non-delivery by USPS can be resolved. It will then publish within its premises and on its website the names of voters with undeliverable OAV ballots to enable them to claim their ballots from the Consulate.

Those who have not yet received their ballots by 31 March 2010 may call (212) 764-1330 ext. 311 and look for Paul Cornejo or email at This e-mail address is being protected from spambots. You need JavaScript enabled to view it to verify whether their ballots were undeliverable by USPS and returned to the Consulate. If inquiring by email, the voter’s name should be written on the subject line to facilitate the process.
