Lt. Gen. Ben Dolorfino, Western Mindanao Command chief, said the civilian, whose identity was withheld for security reasons, received the cash reward for giving information to the authorities that led to the recapture of Masirul Baliyong and John Baylon, who carry a P250,000 and P100,000 reward on their heads, respectively.
Baylon was recaptured and sent back to jail while Baliyong, who allegedly resisted arrest, was killed in a shootout.
Dolorfino said the funds for the reward came from Anti-Terrorism Council.
On Monday, Chief Supt. Angelo Sunglao, police chief for Western Mindanao, ordered the immediate relief of the chief of the Isabela, Supt. Alberto Larubis, and designated Insp. Alikhan Yusop as officer in charge.
Isabela, a city in Basilan province that is not part of the Autonomous Region in Muslim Mindanao, is under the administrative control of Western Mindanao.
“I relieved him after the incident, and investigation is ongoing to determine if there were security lapses,” Sunglao said.
Sunglao said he discovered during the initial probe that the Isabela police did not immediately respond to the reported jailbreak.
The Basilan jail is under the provincial government, which is under the ARMM.
“But since it is located in Isabela City, it is still one of the major responsibilities of the Isabela Police,” he said.
Aside from Larubis, three other policemen were relieved.
Top military, police and local government officials were still meeting at the provincial capitol late Tuesday afternoon.
The closed-door meeting was held after Basilan Gov. Jum Akbar called for the immediate relief of all the top military and police officials in the province.
But Vice Gov. Al Rasheed Sakalahul said the meeting was a dialogue among local officials on how to address the problems of kidnappings and jailbreaks.
