Hi-tech police command center set up in Metro Manila

MANILA - The National Capital Region police office on Thursday unveiled a state-of-the-art command center that will monitor major thoroughfares and help in police operations across Metro Manila.

The Regional Tactical Operation and Intelligence Center (RTOIC) is a P60 million sprawling command, control and communications center housing 42, 40-inch large format display (LFD) monitors showing live video feeds from closed circuit television cameras set up across Metro Manila.

NCRPO Director Roberto Rosales, who led the blessing at Camp Bagong Diwa in Taguig City, said the RTOIC would also allow monitoring of mobile patrol cars using the global positioning system (GPS) technology.

The RTOIC, he said, aimed to enhance police capability in Metro Manila.

"Not only can we monitor the movements of our men, but we can also monitor crime-prone areas, public rallies, and commercial centers," Rosales told reporters.

Currently, only CCTV cameras from the cities of Manila, Taguig and Paranaque are hooked up to the RTOIC. But Rosales said other cities are expected to hook up to them by next year.

Rosales said that with live feeds obtained from the RTOIC, police will be able to immediately identify traffic violators, spot stolen vehicles, and easily respond to crime incidents.

"We also hope to integrate the Firearms and Explosives Device database so that, in real time, we can verify if firearms we have recovered are loose or registered," Rosales said.

NCRPO's newly-acquired rescue boats will also be equipped with GPS and camera that will be hooked up to the RTOIC in rescue operations.

“GPS transceivers even allow guided maneuvering of the boat during nighttime and, should the situation call for it, additional responding teams can easily reach certain areas based on data provided by initial responders,” Rosales said.

Rosales said the NCRPO has also acquired 11 wooden boats, one lifeboat, and six rubber boats.

All of these rescue equipment are also equipped with 75 life vests, 61 life buoys, and 600 thermal blankets.

The RTOIC will be manned by an eight-man team 24/7, he said. The RTOIC can handle video feeds from as many as 2,000 CCTV cameras.

Rosales said that in the future, smaller RTOICs will be set up in other police offices across the region.
