An alternative route to Canadian permanent residency: Manitoba

ON June 26, 2010, the Federal Government made big changes to the Federal Skilled Worker Program.  One of the biggest changes is to the Government’s list of eligible occupations.  Several of the most popular job categories were taken off the list, plus several new ones were added.  

Below is a list of the current eligible jobs:

– Restaurant and Food Service Managers

– Primary Production Managers (Except Agriculture)

– Insurance Adjusters and Claims Examiners

– Biologists and Related Scientists

– Architects

– Specialist Physicians

– General Practitioners and Family Physicians

– Dentists

– Pharmacists

– Physiotherapists

– Registered Nurses

– Medical Radiation Technologists

– Dental Hygienists and Dental Therapists

– Licensed Practical Nurses

– Psychologists

– Social Workers

– Chefs

– Cooks

– Contractors and Supervisors, Carpentry Trades

– Contractors and Supervisors, Mechanic Trades

– Electricians (Except Industrial and Power System)

– Industrial Electricians

– Plumbers

– Welders and Related Machine Operators

– Heavy-Duty Equipment Mechanics

– Crane Operators

– Drillers and Blasters - Surface Mining, Quarrying and Construction

– Supervisors, Oil and Gas Drilling and Service

There is now a yearly cap of 20,000 applications that will be considered for processing.  Furthermore, only 1,000 applications per eligible occupation will be considered for processing yearly.  This means that popular occupations, such as nursing, will quickly meet the maximum threshold.

The most exciting alternative for skilled workers who want to go to Canada is the Manitoba General Stream Program.  Canada is divided into ten provinces and three territories.  The two most popular provinces for immigrants to move to are British Columbia (major city is Vancouver) and Ontario (major city is Toronto).  The Province of Manitoba is right next to the Province of Ontario.  The major city in Manitoba is Winnipeg.

The Province of Manitoba is looking for all types of skilled workers.  This means that unlike the Federal Skilled Worker Program, there is no list of eligible jobs. Plus, not all applicants are required to take the English language exam (IELTS).   

Applicants do not need a job offer.   In order to be eligible applicants must have one of the following:

1. A close relative in Manitoba; OR

2. Two close friends or distant relatives in Manitoba (they must be permanent residents or Canadian Citizens and have lived in Manitoba for at least a year); OR

3. Completed education in Manitoba; OR

4. At least six months of work experience in Manitoba.

 Canada is offering Permanent Residency to those that are approved.  Canadian Permanent Residents have access to most of the social benefits available to Canadian Citizens, including free health care coverage.  Permanent Residents can also live and work anywhere in Canada with minor exceptions, this means that the applicant is not tied to a specific employer.  Permanent Residents can also apply for full Canadian Citizenship after three years of living full time in Canada.

Furthermore, Permanent Residency is not merely given to the principal applicant.  A qualifying spouse and dependent children are also given full Permanent Residency.  This means that the applicant’s spouse and their dependent children have the ability to work and study in Canada.  

Permanent Residents also have the ability to sponsor eligible family members.  This provides immigrants with options to sponsor their aging parents and grandparents.  And if these family members are approved, they are also granted Permanent Resident Status.
