Charles Dulay: First Fil-Am top cop in Chicago

AT THE young age of 19, Juan Rayos Dulay left his hometown of Binmaley, Pangasinan to seek greener pastures in the United States in 1925. Little did he know that more than 80 years later, his son, Charles, would make history in Chicago, rising to become the highest ranking Filipino American in the Chicago Police force.

In July 2005, Charles "Chuck" Dulay was promoted to District Commander of District 17 covering Albany Park in Chicago. He was the first Filipino American to become District Commander in Chicagoland. His promotion reaffirmed the Chicago Police hierarchy’s trust in Dulay’s leadership. Retired Lt. John A. Laskey, a long-time colleague, attested to Dulay’s record as "a fearless detective, and a good one too."

Commander Dulay graduated from the University of Illinois at Chicago with a B.A degree in Criminal Justice. He also holds a Master of Arts in Urban Studies from Loyola University. He was an adjunct professor of Criminal Justice at Morton Community College where he has taught Introduction to Criminal Justice as well as Criminal Procedure for more than 14 years.

Dulay began his career with the Chicago Police Force as a part of the Special Operations and Tactical Unit, and then spent 14 years as a captain and district watch commander. For four decades, Commander Dulay has been assigned and re-assigned to different Chicago districts, and has gained extensive experience in homicide investigations, narcotics, organized crime, gang, and internal affairs. Throughout his career, Commander Dulay’s achievements and public service have been recognized by prestigious honors and awards, recognitions and promotions, including two department commendations, 35 honorable mentions, and a unit meritorious citation, in the 14,000-strong police force. As a top cop, his name also surfaced in a few highly-publicized police stories such as the 2001 homicide case near the location of MTV Real World Chicago and the 1997 cop-to-cop racial complaint case.

Commander Dulay’s community commitments also extended far beyond his work for the Chicago Police force. The commander was a member of the Chicago Police Captain’s Association, the Asian-American Law Enforcement Association, and National Association of Asian Law Enforcement.

Upon his retirement as District Commander in 2007, Charles Dulay was honored by no less than the Mayor and the City Council of Chicago and the Hon Rahm Emanuel who gave a speech in the House of Representatives.

"Be It Resolved, that we, the Mayor and members of the City Council of the City of

Chicago, gathered this thirteenth day of November, 2007, do hereby express our gratitude and heartiest congratulations to 17"’ District Commander Charles J. Dulay as he retires from thirty-three years of outstanding service to the people of this great city and we extend our very best wishes for his continued success and fulfillment." wrote the Mayor and City Council in a city resolution to honor Commander Dulay.

Hon Rahm Emanuel spoke before the House of Representatives "to recognize the distinguished career of Commander Charles Dulay of the Chicago Police Department. After 39 years of honorable and dedicated service to the people of Chicago, Commander Dulay will be retiring, leaving behind a legacy of excellence and dedication," said Emanuel.

Upon his retirement from the Chicago Police Department, Commander Dulay has co-founded Confidential Investigations, a company of professional private investigators with vast investigative experience in the private and public sectors.

Dulay has expressed his pride in having achieved the honor of representing the Filipino American community in Chicago. "I’m proud to represent this community," Dulay said.

"It’s a wonderful way for me to finish my career. I’ve been around for a long time and I will be around for a few more years in the service."

Commander Dulay has been married for more than 36 years to his wife, Diane. They have two children, John and Jennifer, and a grandchild, Tadgh. (AJPress)
