Norma Doctor Sparks: Director of California’s Santa Clara County Family and Children’s Services

Norma Doctor SparksFOR the past several years, Ms. Sparks has served as the Director of Children and Family Services for Santa Clara County.

Norma Doctor Sparks is the youngest daughter of Bienvenido and Sofia Doctor. She was born and raised in Hawaii. Norma and her husband, Stephen A. Sparks, live in San Jose and they have two adult children, Chad and Gregory.

Prior to her current position,Norma Doctor Sparks served as a Clerk for the Chief Judge of Hawaii’s Intermediate Court of Appeals early in her career and then became a Deputy Attorney General in Hawaii’s Department of the Attorney General. She has also held high level administrator positions in several state agencies in Hawaii to include the Child Support Enforcement Agency, the Department of Human Services Child Welfare Services, and Family Crisis Services of the First Circuit Family Court. She has also worked as a Principal with American Management Systems, where her consulting assignments included advising the states of California, Hawaii, Ohio, Virginia and Wisconsin in the areas of child welfare services, child support enforcement services and tax collection services.

Ms.Sparks has led Santa Clara County’s Department of Family and Children’s Services as its Director since 2002, where she oversees over 700 employees and has initiated and implemented programs that have served as national models for improved child welfare services for families. She was recently honored by the Filipina Women’s Network at its 5t Annual Filipina Summit in Washington D.C. as a Filipina policymaker who has made a difference in government policies or laws that impact business, industry and society and who enriches the lives and careers of others by sharing the benefits of her experience and knowledge.
