FILIPINO American Senator Rory J. Respicio attained a tremendous amount of practical and meaningful government experience well beyond his years. At 29, Rory has served as a cabinet member for two and one half years, senior staff member of the Governor’s Office; has served on numerous government and civilian boards and councils; a six-termed member of the Guam Youth Congress; of which he served two terms as speaker, affording him many years of work experience from the Legislative and Executive branches of the government of Guam.
As Director of the Department of Youth Affairs, Rory managed a team of more than 100,000 individuals, 3 divisions. He has implemented successful programs, encouraging the positive development of adolescents, including prevention, incarceration and rehabilitation. These programs realized the integration of juvenile offenders with responsible young adults, creating one peer group, thereby building on the concept of Youth Helping Youth. The Department of Youth Affairs under Respicio has been credited for being named Department of the Year in Guam for the past three years.
Rory’s parents are Robert and Rose Manley Respicio. Rory’s grandparents on his father’s side are Jose Duenas and Isabel Agualo Rivera.
Rory earned a Bachelors of Science degree in Government and Politics, minor in English and Business and Management from the University of Maryland University College.
